PROJECT MANAGEMENT UNIT OF THE NEW MODEL UNIVERSITY PROJECT

REQUEST FOR EXPRESSION OF INTEREST

CONSULTING SERVICES - INDIVIDUAL SELECTION

The Socialist Republic of Viet Nam has received financing from the World Bank toward the cost of the New Model University Project and intends to apply part of the proceeds for consulting services of International Procurement Specialist for the Project Management Unit of the New Model University Project in Hanoi, Vietnam.

Objectives

-               Ensure that the bid selection procedure complies with the regulations of the World Bank and the Vietnamese Law;

-               Select the most qualified bidder with high quality and ensure the progress and high effectiveness;

-               Transfer knowledge and improve the capacity for the staffs of the Project Management Unit of the New Model University Project on procurement and project management.

 Scope of work

-               Research and collect all related information for preparation of bidding documents;

-               Prepare bidding documents in English, including but not limited to documents as follows: (1) Master Procurement Plan, Annual Procurement Plan and the revised Procurement Plan (if any); (2) Request for Expression of Interest (EOI); (3) Request for Proposal; (4) Evaluation Report on the EOIs and bid proposals; (5) Draft Contract, etc;

-               Organize and implement all assignments related to procurement (advertisement, preparation of documents for opening and closing bidding, evaluation of bid proposals, etc);

-               Deal with information related to the procurement process (answering questions of the bidders about the Request for Proposal, asking bidders for clarification of their bid proposals, etc);

-               Participate in the evaluation of the EOIs and bid proposals;

-               Participate in the contract negotiation;

-                              Manage the contract and participate in the process of acceptance, payment and settlement of the contract; 

-               Prepare periodical and unscheduled reports (when required) on the implementation of procurement activities and contracts for submission to the PMU leaders and other competent authorities;

-               Record and manage all documents and information related to the procurement process in accordance with regulations systematically and scientifically;

-               Provide in-service training courses as per requirements of the PMU leaders to improve procurement knowledge for national procurement specialists working at the PMU and at the Project Management Unit of Vietnamese - German University (VMU);

-               Provide support to the VMU's national procurement specialists in development of Annual Procurement Plan; provide consultancy/advice to the VMU during the process of contractor selection; and propose solutions to handle situations happening during the bidding process;

-               Participate in the Evaluation Committee of packages implemented by the VMU (if any);

-               Implement other tasks when required by the PMU leaders.

Requirement

-               Implement the assignment with high responsibility; be responsible to the leaders of the PMU and the Law for his/her work performance;

-               Ensure that his/her work performance meets (1) the quality, (2) the progress; (3) and complies with the World Bank guidelines on procurement;

-               Comply with the code of conduct and professional ethics under the World Bank guidelines on procurement and other Vietnamese related legal regulations;

-               Follow the task assignment by the leaders of PMU, labor discipline and regulations of the PMU.

Working time and location

-               Full-time (working time follow regulation of the MOET)

-               Working location: Hanoi

Condition of Contract

-               The contract shall be signed on annual basis and could be extended in case of the requirements are fulfilled;

-               Probation duration: 3 months;

-               Remuneration: Negotiable;

-               Evaluation of the work performance: every 3 months.

Qualification

-               Bachelor degree or higher degrees in architects, civil engineering, economic, law; preference to candidates who have education background specialized on architects or civil engineering;

-               At least 15- year experience in practical working;

-               At least 8- year working experience as an international procurement specialist in MDB-funded projects (Multilateral Development Banks, such as World Bank, ADB,..);

-               Experience in complex international procurement, good knowledge of the WB/IDA guidelines for procurement of goods, civil works and services;

-               In-depth knowledge of international public procurement principles, procedures, and practices;

-               Completed a multi-building, multi-tens-of-millions of dollars equivalent project using World Bank procedures;

-               Demonstrated capacity to train local staff and experience in holding a workshop/training in procurement;

-               Previous experience in project design and implementation is preferable;

-               Strong communication skills;

-               Be proficient in English, able to write reports, make presentation, etc;

-               Preferably having experience working in the region;

-               Be fluent in using computer software for professional work.
